Could Clemont be the inventor of the Rotom Dex?

The game says it's a "young man from Kalos".
The manga says (fan translation) it's from someone who's known as "the inventor boy of Kalos".

Clemont is an inventor.
Rotom is an electric type and Clemont is an electric type trainer.

Somewhere in XY he's credited with the creation of the supertraining, another bottom screen application.

If this was true Clemont could even make a come back in the anime.
