Many games allow fans to submit their own fan-created characters with a possibility of them being inducted into the game proper. Examples of this being Mega Man and Digimon.

Now what would happened if pokemon allowed fans to submit pokemon?

What would you the fan create if they did?

Okay, now because I don't want this to get out of hand, I will set up a set of rules for this.

Rule 1: The pokemon must be of the seventeen pre-existing types. NO NEW TYPES.

Rule 2: The pokemon can have evolutions, but can only have at max a base form and two direct evolutions or a base form and a pair of branch evolutions.

Rule 3: The pokemon can be a de-evolution or evolution of a pre-existing pokemon.

Rule 4: You must also state the pokemons move-set and possible abilities.

Rule 5: Move pool cannot exceed 15 moves, pokemon cannot have more than 3 possible abilities.

Rule 6: New moves can be created, but cannot be overpowered, that goes for abilities as well. As for created abilities, they must not be duplicates of pre-existing abilities with a different name or a combination of pre-existing abilities.

Rule 7: The pokemon cannot be starters, legendaries, or have alternate Forms.

Do you think it would be a good idea if Game Freak did this... and what would you create if they did?

I don't think it would be a good idea. Sure, there will be the good submissions, and possibly some international who would bring their own country's myths and legends into Pokémon, but I'm certain that the majority would just want to make their "Dream Pokémon".

You did set up a few rules, but even if Game Freak does it, Not everyone will adhere by them, and there will be some "troll" submissions. And if they do set a limit, 90% of the Pokémon will be on the limit. So it isn't a good idea to allow some fans to submit their own Pokémon.

Besides, Game Freak are doing a well enough job at creating Pokémon now; why change it?

I they they could use that to get some inspiration for the next Pokémon, but not take them and simply put them in the next game. I'm pretty sure some people has great ideas that Game Freak could use.

You could allow fans to create their own Pokémon, yes, and I'm sure that some would actually be very good. But there'd be a lot of submissions for TPCI to wade through, with most being inevitably less than stellar. If they could work out a sort of selection process for entries, that would be fantastic. Perhaps have a contest where fan-made Pokémon could get nominated online, by fans, and put the top five or so submissions before the actual design team for selection, with one Pokémon being put in the actual game (with combined input from the original creator and the design team, of course).

Seems like a bit of a pipe dream, though.

Undoubtedly, there will be good ideas, but the majority won't. And I was referring to the case in which ALL Pokémon of one game were fan-created, and unedited.

They probably don't want to take fan submissions because only about .5% of them are actually up to par. :S

Be honest - of those of you who design "fakemon," who actually holds onto their designs for at least six months and constantly revises them?

This is all assuming GF would accept fan's ideas for Pokemon. Personally I think It would be amazing to even have one Pokemon idea designed by a fan become reality, but that probably will never happen, and if it does that would be amazing.
Spinarak was designed by a fan.

Also, although it's unlikely that they will accept fan ideas, can we try and focus on the other points of discussion rather than universally saying "nah they won't do it, it's a bad idea", because otherwise it'll get a bit boring.

Personally, I would submit a design based on a plague doctor; possibly a Poison/Flying (referencing the bird-like masks). It would be one of those single-stage Pokémon with relatively solid base stats, and it would play the role of a supporter (ie learning more healing moves).

Back when Mega Man 6 came out Capcom sorted through well over 200,000 submissions from the nine countries the allowed to send submissions to find 6 Robot Masters that they liked. Are you saying that Game Freak, which has a significantly greater workforce than Capcom did in 93. Do you really believe that Game Freak would be unable to sort through the submissions? I think that at most if there was such a contest, there would be at max ten to twenty times the amount that Capcom received with Mega Man 6, and being since Game Freak has well more than twenty times the small team that worked on those early games when you take into account all the office assistants and mail room workers they most likely have... I think it is plausable.

I was going to mention how Spinarak was designed by a fan, but I am beaten to the punch.

Anyway, I believe that when creating a Pokemon, then the submissions must come from different cultures. Like for example, I am sure an African will take inspiration from their own culture and make a Pokemon after it, or probably Australia. Of course, that's not stopping the Japanese from doing the same (take inspiration from said cultures), but the effect would be greater if other non-Japanese did this. However, it would be great to ask someone foreign to do it, especially if the next region is based on said country. I believe asking James Turner to design some is a small step about this (US person, right?), so I think it should be done. The diverse talents will be great to keep things fresh.

Fans-wise, I am not sure. I like the idea (you can see a lot of Fakemons on the internet), but I believe it can only be done for a few, because I somehow believe it's hard to make a Pokemon functional based on fan submissions. There's also the problem about tweaking designs. Some may not like their designs to be tweaked, but I am not sure if that will be trouble for GameFreak.

I would be interested to design some Pokemon too, although I may not be up to that level of reputation yet.

Thanks for reading.

Spinarak was designed by a fan? o3o That's news to me!

It would be very fun if Game Freak held such a contest. D8 I'd be honored if my submission was even CONSIDERED.

I don't think it'd be a good idea to have a pokemon between billions of entries just like that...

Except this needs to exist.

Granted, the submissions would go through many filters before anything... Like, they'd go to a magazine for instance, which would filter out the poor submissions and get readers to vote for a bunch. Then THAT gets to other filters, and so on until it reaches Gamefreak.

So if it's well organized, it could be possible for an event to end up with a reasonable design.

Also, it's not the pokemon what would be created, just the design. Like, I could draw an H. Mephisto Pokemon, say that's some fire-poison worm with this name that likes this and that, and GF would adapt and polish the idea changing it however they figured would work. -- It's kind of how it goes with the Megaman Robot Masters. (I didn't even know Digimon took fan creations though. Nor did I know that one of my favorite pokemon was also fan-designed even... In a way, it kind of makes this pointless as it has been done already then.)
