Crucial Stone/Keystone location

I have been looking for the crucial stone(item to get mikaruge) in the underground for weeks but I havn't found a single one. I have heard that you can find the crucial stone somewhere on a route (I think it was route ten). Where is the crucial stone's overworld location? Do I need the itemfinder? I have beaten the elite 4 but I don't have an itemfinder, where do I get one?
 
Do you have someone you can talk with 32 times Underground? As that's the only way to activate the stone to get Mikaruge.
 
Not so much the stone, as it is the event. You have to put the stone in the tower first.
 
I talked to both karate fighter people on route 208 and I didn't get anything. Are you sure it was route 208, if so, where on route 208? Is it time/day specific?
 
Route 208 is west of Yosuga City. There is a Karate Fighter kind of shrouded near a wall.
