the Pokedex says that Ninetales will cast a curse on humans, what does the curse do and why would Ninetales cast it?

Basically, the cliff notes version is:

This dumbass went and touched one of ninetales' tails. Ninetales was all "Bitch, I know you did not just touch my tail! Imma put a curse on your ass!" To block the curse, a pokemon jumped in the way to save it's trainer. The dumbass trainer was like "lol I'm outta here" and ran away. So ninetales turned him into a pokemon.

That should be it.

To be honest, I would take everything the Pokédex says with a grain of salt. There are also some weird things like a boy waking up to find out he was turned into a Kadabra and the Litwick line feeding on the souls of people.

But in regards to Ninetales; even in the real world an animal will attack when provoked. How they attack depends on the species; for example, a dog will bite you and a horse will probably kick you. Ninetales uses what it has to retaliate to provocation.

Ninetales

If i were pull a Ninetales' tails as a joke then beg it to not cast a curse on me would it still cast one

Re: Ninetales

Yes. They aren't exactly the forgive and forget type, since they live for a millennium.

Re: Ninetales

"It is extremely vindictive. It is said to lay a 1,000-year long curse if its tail is pulled as a joke." -Pokemon Stadium pokedex.

Re: Ninetales

I think the real question is, is Ninetales composed of nine noble saints or nine wizards possessing sacred powers.

Re: Ninetales

I don't agree with a lot of what the pokedex says so I don't believe that the 1,000 year curse is true in the pokemon world either.

Ninetales evolves from Vulpix so it can't be composed of anything of the sort.

Ninetales actually has curse-like moves so I don't see why people are being arbitrarily skeptic in this situation. There are things explicitly stated as being mythology, urban legends or rumors (i.e., the Kadabra thing) so you would take a grain of salt, but other things aren't phrased in the same manner. Even myths itself may find its routes in reality, so simply discounting it is just taking an easy way out of speculation. Perhaps not a thousand year curse, as the numbers may be exaggerated with people retelling stories, but it can certainly inflict a curse. Ninetales could also supposedly live for a thousand years, and if it is that vengeful, it could simply be stalking the person and their family, bringing them misfortune until it dies.

This.

...

Or it lays a curse on them since it's a fictional being. You can't take things like this in pokemon too seriously. You've gotta remember it's all fiction.

If you beg hard enough and that individual is kind enough, you may be able to stop it. Otherwise, however, you're toast.
A better question is, what if one were to pull one of its tails accidentally? Would it forgive you for that honest mistake, or would it still hit you with a curse?
