This Tier list was brilliantly devised and reviewed by the best people I could find in reach. Well, I guess that means me. But, of course, you can Contribute to make this better.

This took me a long time, it took me the course of 4 days and about 3 and a half hours a day to make. First I had to write all 498 Pokémon down (due to the different forms of Wormadam and Deoxys, that took me 15 minutes to find out and calm myself down because I freaked out and had 498 Pokémon and I thought there was 493. That’s what 4 days of work does to you.)

This is in no means to be OFFICIAL (although I would like it to be), however, this is to use to devise teams, and you may use it for your friendly competitions to show what’s allowed and what’s not. (However, if you will print this document, you must ask me, or it will be illegal distribution and I’ll give you a SEEMINGLY harmless cookie!)

Also, be aware of my doctor’s notes and doctor’s tips. You’ll learn about that later.

So, good luck, and be sure to be critical, or else what you want to be changed won’t be changed!

There are multiple ways that you can contribute! Examples come in the next section because I feel it’s more organized that way!

- Ask to change a Pokémon’s Position on the List
- (if a Mod) Edit the list if felt needed while if I am on a sabbatical
- (if a Mod) Delete Posts after they have been answered
- Become an Official Answerer by Applying (just ask. Also, then you answer.)

EXAMPLES: GOOD OR BAD

Ask to change a Pokémon’s Position on the List

GOOD EXAMPLES:

Questioner:

“I think Charmander should be moved up to NFE-C, because it’s base speed and special attack are too powerful for NFE-D, and Fire really destroys 75 percent of the stuff there.”

Questioner:

“You should bring Pinsir up to BL. With Scarf, it can outrun much of the stuff in UU, and with any Bulky Water to keep the opponent at bay, it can easily 5 to 6-0 Teams. It’s basically a mini-Heracross.”

WHY: They ask nice, and they give legitimate reasons. It’s not sarcastic, and it’s reasonable.

BAD EXAMPLES:

(from bad to worse.)

Questioner:

“Pikachu should be NFE-A. It evolves into Raichu, after all.”

WHY: They didn’t do enough research. Pikachu gets Light Ball, while Raichu doesn’t. In fact, most people would agree that Pikachu is better than Raichu for that reason alone.

“WHY THE CRAP IS DEOXYS-S IN UBER??? YOU STUPID NOOB IT IS IN OU ON SHODDY!!!”

WHY: They said it pretty mean. Yelling and calling someone a noob isn’t really the way to act. AND… that is Shoddy’s opinion, not mine. It’s a 3 for 1 on Shoddy…if it gets an Agility Boost not really anything can stop it. Every team on there would be best packing Wobbuffet and Deoxys-S. Also, they didn’t read my doctor’s note that Wobby and Deoxys-S are legal on Shoddy.

“Mudkip shuld B OU, cuz its Overused in evry convo.”

WHY: Well…Mudkip is terrible so it’s not a legit reason, OU in conversations isn’t OU in battle, you’re typing like a cat (no offense, Chris. I should say an AVERAGE Cat. You’re cool.), and you did no research! It’s evo, Swampert, IS IN OU!!!

Edit the List if I am on Sabbatical

Pretty self explanatory, mods. If someone makes a good suggestion, then edit the list if you feel it is right.

The question example:

“Alakazam should be moved up to OU. It has excellent speed and special attack, and it can learn Calm Mind so it could be good for a quick stat-up.”

The answer example:

“No, absolutely not. The reasons? Blissey, Snorlax, Weavile, Scizor, even Honchkrow can knock out Kadabra. Why? They resist Zam’s attacks, and Weavile, Snorlax, and I think maybe Honchkrow can learn Pursuit. Blissey walls the crap out of Zam, and a quick Thunder Wave will do him in. Plus, the Calm Mind varieties can stat-up right along with him. Like I said, not just Blissey, but any form of Paralysis will dominate Alakazam, and leave it open to attacks, which it’s crappy defenses will not hold up against.”

WHY IT’S A GOOD EXAMPLE:

It shows a complete counterexample, and goes with the Tier they wanted. It is longer and shows that it would completely be dominated (or if a correct in the case of moving down, like Deoxys-S to OU, dominate) in that tier.

HOW TO USE THIS TIER LIST
------------------

The list of Pokémon are in alphabetical order, and in tiers.

ALL Pokémon IN LOWER TIERS CAN BE USED IN UPPER TIERS

THAT MEANS, YES IF YOU WANT YOU CAN USE MUDKIP IN UBER.

This is because some Pokémon would be good in tiers that jump two ahead of it’s own. Examples come in the Doctor’s Tips, like this one from Uber:

- Shedinja is perfect for uber battles because of it’s ability! It is unaffected by every single one of Kyogre’s Standard attacks!

Now, you may be wondering what the Doctor crap is. Well, people who make this tier are “Doctors.”

The Tips are things that are helpful hints for making teams, such as that Shedinja example I used earlier.

The only thing that makes a difference is the name, and what goes on. An Example note here is “Deoxys-S and Wobbuffet are OU on Shoddy Battle!”

- Try and balance out your Special and Physical Sweepers, or else the opponent can just switch into a sponge. Mixed Sweepers work well, just be aware of Type advantages.

They have only been knocked down on Shoddy.

I think it would look better if you made the titles Bold.

Obviously didn't read much since the user did acknowledge their OU-ness on Shoddy.

Also, unless you can fully explain as to how Wobbuffet has a counter or does not overcentralise the metagame by trying to counter it then I don't see how it is not uber.

Colin uses the logic that since no one uses Wobuffet in battle anyway, its not a threat. Of course, it completely ignores the fact that the few people who do have an easier time wining battles (and am too lazy to post underhanded tactics people have used but will if you want). Of course, running on that same train of thought, if Mewtwo or Rayquaza were to be made OU without warning (which was what he did with Wobbuffet) and no one used them because they are clearly unfair, then Colin's logic can also apply. However, there will be the few people with little skill in battle that can still use these guys to their advantage, so the natural thing to do is to ban them despite the fact that most of the community refuses to use them.

As for that list, Shedinja should be UU. There are plenty of stealth rockers in existence to keep its influence down enough.

Also, how did you arrange them? OU/UU by usage and BL/Uber as their ban tiers?

Personally, I think Deoxys-S is fine in OU. Wobby is certainly Uber, but with Deoxys we have a horrible HP base, and a pair of rather average offensive and defensive stats. Speed is only good if you can back it up.
An offensive Deoxys-S really can't do anything other than revenge kill sweepers, who'll just retreat and hide under their walls, who'll laugh at Deo all day long. So if we want a reliable revenge killer, we're stuck with Dugtrio, who really isn't as reliable as he used to be back in ADV.
This means Deoxys-S's best choice is a pressure staller. With a fantastic support movepool and... passable defenses coupled with Pressure, he can use that speed to do things others only wish they could.
 
Having finally found out what NFE stands for (a definition I think your list should give for the sake of clarity; I can't be the only new player on this forum, surely?), I'm curious about your wording regarding NU Pokemon.

Yes, they'd likely be easily knocked out by others, but your "NEVER ASK for NU AND BELOW battles" line reads more like a command than a suggestion. If two people want to battle online with a team made up of their own NU-tier Pokemon, what's the harm?

I'm just going to assume you're speaking to the experienced competitive players who look to tier lists for strategies, and not seriously demanding that no-one at all should battle another trainer (themselves with an NU pokemon) with, say, a Kricketune just to see what the outcome could be.
 
As foreign as it sounds to some people, good competitive players do enjoy NU. So in the end, that last statement does seem kind of bad. Anmd really, no one really plays NFEs competitively, and some would argue that a couple NFEs are too good for NU.

Ah, I wasn't trying to suggest that they didn't, but as much as I appreciate the time and effort Redfish has apparently put into this tier list, their opinion on NUs does slightly smack of elitism. Or at least that's my interpretation.

Personally, I'd absolutely hate to go to the Battle thread and ask for an NU battle just to see how the WiFi works, and get laughed out of the forum for even suggesting it. Yes, I have more powerful Pokemon, but I don't think that should mean the weak ones should be kept entirely out of the running if battles are just for the fun of it.

I acknowledge that other players are going to have years more experience then me, but...this was a point that caught my attention.
 
The problem with NUs is that no-one wants to breed them, and a certain major places still haven't finished their tier listing. Personally, I like NU teams. Castform ftw. =D

...hang on, why's Kecleon NU? Have you seen its stats/movepool? o_O
Its passable attack stat can make a decent Choice Bander, and with Access to trick, magic coat, trick room, SubPunching, Elemental Punches, Sucker Punch, Rock Slide and more, it has a lot of options. It's no Special wall like Lanturn or Grumpig, but can do a lot.
 
Okay, this is gonna sound weird, but... I think that Cyndaquil should be moved up to NFE Class C, given that it has 60 SpAtk, 65 Spd, and access to Eruption. Given, its move pool kind of sucks, but that move lets it do serious sweeping at that level, especially in double battles.

Why? What would the purpose of that be? Besides, most NFEs don't even make it to the official unofficial tier listings unless they are different in battling styles from their evolution.
 
Slaking should be moved to OU, because it can completely dominate in Double's with Skill Swap. It can also still kill with Giga Impact or Hyper Beam, and could also be used as a mini-Snorlax/Blissey if you train it's HP and Defense.
 
1. Giga Impact still sucks on Slacking because, unlike Truant, it doesn't let it switch out on its resting phase. Hyper Beam just won't work on it because it is special.

2. Practically anything can dominate in double battles if "X is combined with Y"

3. Tier lists are made for standard play, and standard play is Sinlge, not Double.

4. it is barely a mini Snorlax/Blissey when it can't heal itslef right of the bat like Blissey can or Self Destruct like Snorlax.
