PDL, you're kinda ignoring the whole fact that the characters in the dub, y'know, speak english...despite, y'know, not living there.
Besides, EVERYONE has an accent.

Accents/dialects also tend to have stereotypes attached to them - like the valley girl accent as described above. Stereotypes is often a shortcut to characterization.
Now let me confirm this. Is Bill's accent realy Texan or just Southern becasue the average person says Texan instead of Southern. Lots of people say Osaka has a Texan accent even though it's southern.which gave him a Texan accent.
