Dawn and May battle

In the Wallace cup contest Dawn beat May but there's something wrong with it and these are the things which is wrong

* When Piplup was in the water why didn't it lose point for wasting time?
* When some of Piplup's attack misses Glaceon why didn't Piplup lose point?

and these are the thing May couldv'e done to win

* When Piplup was hiding in the water, May's Glaceon couldv'e use Ice beam in the water to freeze it

Cut Dawn some slack. She just lost two appeals in a row. I think May might have won if it used more STAB moves.
I really shouldn't be complaining about realism in Pokemon, buut...
