I assume you've all seen War Games starring Matthew Brodderick about a computer simulation of a nuclear war game. DEFCON is pretty much War Games but finally implemented for desktop PCs. It's a strategy game on a global scale with nuclear weapons being the primary payloads.
It's an incredibly balanced game with quite simple rules compared to other strategy games. However, the amount of tactical depth this game has is incredible. Being a game about nuclear war, this game could be the first game to actually be about game theory. It's also probably the bloodiest game ever, with death counts being in the millions but represented as cold statistics.
It's an incredibly thought provoking game, showing that even if you met the winning condition of killing the most people in a round, your own side probably had been inflicted with millions of casualties as well. It really shows just how devestating nuclear war can be and how ultimately pointless the step beyond brinkmanship, deterrance, and MAD is.
The visuals and sound are awesome. Even though the graphics are in simple 2D, the cold practical blue neon style of the world map representing the battle space makes it feel like you're actually in command of nuclear subs, missile silos, and strategic bombers. The music is especially atmospheric and haunting, especially when the game goes to DEFCON 1 when everybody is finally allowed to launch nuclear missiles.
