Basically, design the perfect region using this:

STARTERS: (Turtwig, Charmander, Mudkip)
GYM TYPES (LEADER NAMES OPTIONAL):
Gym 1: (Rock: Brock)
Gym 2: (Steel: Byron)
Gym 3: (Normal: Norman and Whitney Double Battle)
Gym 4: (Psychic: Tate, mentions Sister in Hoenn)
Gym 5: (Flying, Falkner)
Gym 6: (Fire: Flannery)
Gym 7: (Ice: Candice)
Gym 8: (Dark: Sidney)
ELITE 4:
1. (Blue: Multiple Types)
2. (Cynthia: Multiple Types)
3. (Steven: Steel)
4. (Wallace: Water)
CHAMP: (1st Time: Lance, Dragon; 2nd Time: Silver, standing in for Lance: Multiple; 3rd Time and Onwards: Lance)

EXTRA BONUS TRAINERS:
1. When player wakes up at home, a visitor will be here: Giovanni. He wants to battle you, as a changed person, GIOVANNI: Ground.
2. Afterward, Giovanni will give you a boat ticket, when used takes you to the Spear Pillar, at which time Lucus has been defeated. You must beat Cyrus. CYRUS: Multiple Types.
3. After Beating Silver (See CHAMP) the Hall of Fame machine will play up, due to an error. You see Magma Maxie smirking. A flash. Darkness. You wake on an island. Fully Healed. Flying, Teleporting, nothing works. No choice but to go in; and battle the person in there! Magma Leader RED: Multiple. When defeated, you wake up. It was a dream...

Region: Isshu.

Player: Gold/Ethan

Rival: Silver. After Beating as Champ, he vanishes, replaced by Barry.

Extra Details: None.
 
Hmmmmm, everything seems right. It looks creative that you had the entire Elite-Four consisting of Champions.

Champion: The player him/herself

The game would take your pokemon and create a trainer with the players sprite that used those exact pokemon, same stats and all. They wouldn't have all the items in your bag though. Held items would be kept the same.

Extra Details:
The Elite Four Can be found in City of the Lost.
Losing to any of the gyms will mean your pokemon will get stolen by the leader who is apart of the evil organization. This hidden subplot gets revealed at the end of the game, like right at the end, like the game actually ends and your data gets deleted kind of end.

Evil Organization:

The Trade Union, Union - They are just pains in the ass for our hero.
The Labour Party, ALP - They want to raise taxes and spend our heroes money.

Friendly Organization:
The Liberal Party, Libs - They want to lower taxes for the hero and introduce a more conservative approach to the running of the gyms.

okay, why make the multi-type users the first E4 members? If anything, their varying teams make them the hardest characters out there. Shirona should easily get a much higher position than Wataru, whose team will fall to just anything packing Ice Beam.

In a small region north of the Johto region and south of the Sinjoh ruins, a trainer takes their first steps on the road to becoming a Pokémon master. The region, Hokkashu, is very mountainous with a cold climate. Swinub are especially common here.

STARTERS: Each new trainer is given a Pokémon egg to care for while they attend classes in the local Pokémon Academy. A trainer's egg may contain a Pichu, Cleffa, Tyrogue, or Smoochum. To begin their Pokémon quest, they must both graduate from the Academy and get their eggs to hatch.

My question is how the hell are Blue and Cynthia only Elite Four 1 and 2? Blue should be the final Elite Four and Cynthia should be the champ, replaced by Lance being #2 and Wallace being #1. Steven #3.

Cynthia is EASILY the strongest out of them all. Including Blue. o_o;;
