I think (long story short, since I have a complicated deal I should write out someday), Delia wound up working for Madame Boss and attracted Giovanni's attention that way.

It's a plot point in some of the Diamondshipping stuff I post on R100, but I don't believe I've ever gone into detail on it. It's a little... unlikely-ish, and I may take some... creative liberties... with the characters, but it's all part of my very detailed Diamondshipping mythos. Basically, MB tried to give herself a better image in the public eye/remove any suspicion of shady activities by being an active philanthropist, and one of the things she did was pay for disadvantaged students to get into one of Kanto's best private schools (the one her son and Sebastian just happened to attend.) Delia managed to score the scholarship, the two met, mom was all "why are you dating THAT whore" and more or less at one point threatened to revoke her scholarship if he kept going out with her, until Gio pretty much told her he'd blow the lid off the fact his mother was expelling perfectly intelligent students out of pure spite. So she's like "okay, fine, but if you end up screwing up your chances of getting in the will, I warned you," and somehow, they managed to keep their relationship going well past high school.
Also: I like to entertain thoughts that Delia's hiding something behind that June Cleaver front of hers, and that something is that she's really not only a "single" mom, but a spy for Team Rocket. That's why she REALLY hangs around Oak so much... she's keeping tabs on him and making sure he's not working against the Team/stealing Oak's research. (And that all links into my whole "J&J are babysitters for Ash" theory around the ship. I can explain it in whole, but... long theory is LOOOOOONG.)
I mean, there's no way a woman can be THAT happy. She's practically Domino-in-disguise perky, for crying out loud.
