I started reading the manga, and in chapter 4 the following happens.

A group of people tried to catch a Pikachu. And they try to do it with nets and sticks and similar things. This goes on for some time, until Red steps in the picture and catches Pikachu in a battle. Now what I´m interested here: Red as a trainer obviously has no problem defeating the small electric mouse. The non-trainer merchants however appear to not even have access to pokéballs. Do they? Can´t they just go to a shop and buy some, ore can you only buy them if you have a license? And also, what about all those people in the games that don´t have Pokémon, some of them still can give you Pokéballs, like Lillie? So what do you think? I would love to hear your ideas!
