This will be used for basically wondering wether or not a hidden power is good or not/if it gets good type coverage.
(You can check the hidden power type from a guy in Milstraton City/Celadon City)
An example would be that I found out that my Lilligant has a hidden power of ghost, so I was wondering if that's a good type to go through the Elite-4 the second time?

not really, as it doesnt cover any of its weaknesses. you'd be better off with a ghost pokemon.

my chandelure has HP fighting. (yay no more darks.)

I do have a Lampent though. Only it's Hidden Power is Dragon (which by the way, is the same Hidden Power type as my Zoroark)

HP Rock would probably be best for Lilligant. Rock can hit all pokemon, even Shedinja. Lilligant only gets Grass moves, so even with Hidden Power you'll draw a short stick against one type or another. With HP Rock and Grass coverage, it'll be against Steel types. HP Fire makes sense on a Sun set. You'll be lacking against Fire and Dragon types though. On the plus side, you can effectively hit Grass types, who can't be Seed'ed (Leech Seed), and Steel types, who can resist Poison. You'll hit Bugs too.

HPs Ice, Dragon, and Electric aren't too bad either.

Chandelure's line essentially has Ghost, Fire, Psychic, and Grass coverage. (Psychic/Energy Ball for the latter.) HPs Dragon and Fighting are both good, especially HP Fighting. HP Ice works better than HP Dragon though, at least in Unova. (It hits Dragons just as hard, Ferrothorn and Excadrill harder [not that you need HP Ice to cover them].) HP Rock is best for hitting the other Fire types in Unova, Emboar being left out, but Volcarona taking 4x damage.

If you're just going to pack 4 offensive moves on Chandelure, I'd skip out on Psychic for a good a Hidden Power.
