In a word, yes.

However, Leaf's skirt is just as short and May's is shorter.

Yeah, it is.

The Japanese view these as "cute", which is weird, because IN AMERICA, skirts as short as this are "slutty".

So, in the end, it's all down to your culture and opinion.
 
Totally. Girl's like what, 10? No way is a skirt that short appropriate.

I keep hearing about this supposed skirt that May's supposed to be wearing, but I've never actually seen it. If you mean the white band underneath her shirt in her R/S artwork, that looks more like it would be the bottom part of an undershirt than it does a skirt. =/
 
Kotones shorts are really short as well. In Japan this is considered cute but not in the western world.
 
I think in large part it's because of the style. The skirt isn't too short, it's the way it's drawn. On a real person, a skirt half as long as the height of your head is inappropriately short. With the way she's drawn, it covers everything, and isn't exactly "exciting" in the way it's portrayed - It's just a skirt.
 
yeah, it is.... hell, it could be made even shorter than that......
 
No, because it's not real. On a real girl it would look bad, but on an animated character? It's totally cute! Cartoons can defy reality, a normal girl wouldn't be able to hide her underwear at all in that thing, but animation allows for pretty much anything. I don't see the big deal.

It's almost become a running gag that the female protagonists in Pokémon games dress eight years older than they really are. At this point, I've just come to accept it as a weird form of meta-humor, sort of like each generation is saying "You thought the skirts were short last year, get a load of this!"
 
Right, and Lickitung will never evolve...

It will be a flap of cloth that just covers the front of her thong.

And she'll need a crane to lift her hat.
