The game is different from the anime of course, but I have noticed a couple of things about Volt Tackle. In the DPP games, the move is a physical attack that causes recoil and could possibly paralyze the opponent. In the SRE games, it is a special attack that causes recoil (I don’t know if it can paralyze the foe in these games).
In the battle against Lucy, the attack made her Milotic paralyzed. Then with Façade, it did double the normal damage because it was paralyzed.
Then against Regice, the move took it out in one hit. In the games, there is really no way a normal Volt Tackle that is a special attack could take out Regice in one hit because it has such a high SD stats. The only way I think that it could take out Regice was if it was a physical attack. It would make sense because Regice has very low Defense stats. However, in another post I mentioned how I think that writers just wanted to end the fight with Pikachu’s new attack.
