Do you think Unsho Ishizuja should have been the Pokedex voice all throughout the XY saga?

No. In fact, I wish Satoshi had kept the original Dex throughout the old series. Version 1 looked cool and had a unique voice, Version 2 was boring and generic (not to mention late, since ORAS had been out for a while at that point) although it did make me laugh how it couldn't identify the first Pokemon it was pointed at.
 
Hayashibara should've voiced version 2 since she voiced the old Hoenn dex. That would've been a nice throwback.
