I remember in Blue/Red, you could catch them on the bridge to Fuscia. Good times...
No you couldn't. You could catch them on Route 14 in G/S/C, but in R/B/Y they were only ever in the Safari Zone and Unknown Dungeon/Cerulean Cave.
Well if you have XD it's alot simpler just cause it's a snagable pokemon. If not you just gotta keep trying in the Safari Zone. The easiest thing to do is get on a patch of grass where Chansey can be and just kinda tap the dpad so you can go from facing up to down without it registering as a step.
