Does 'height' sometimes mean 'length'?

With a lot of pokemon, 'height' quite simply is height. Simple. However, some pokemon are longer than they are tall. In these cases, does height refer to height or length? Obviously, with snake-like pokemon, like Serperior, it means 'length'. But what about, say, a quadruped? Let's use Vaporeon as an example. According to the pokedex, its 'height' is 3'3". Does this mean that an average Vaporeon measures 3'3" from the base of its paw to the top of its head, or from the tip of its tail to the end of its snout?
 
I always assumed with quadruped Pokemon it meant its actual height, meaning how tall it is, just like you'd measure a cat, dog, or horse. Generally they're measured up to the shoulder (withers), but with Pokemon I think it'd account for up to the top of their head as well.
Feel free to correct me if I'm wrong!
 
Generally height is use to tell how tall or short the object while length is use for how long. If you are inquiring the height of the Pokemon like Vaporeon where the Pokedex
indicated has 3'3" measurement, it means it is 3'3" from paw to head, whether sitting or standing on four feet that we don't know.
Length would be use to inquire let's say Onix or Arbok's measurement since half or more than half of their body is on ground. For Pokedex, they just used height with it as the same context
with length.
 
I believe that any Pokemon with legs like cats and dogs will have to have their standing height measured, as in from the lowest point to highest point when they stand. If there's one example that seems to be the exception, it's Furret. It's 1.8m, but it does have a long tail. Sentret too.

So that means most Pokemon follow the standing rule, with a few exceptions.

So now we've established that, how would I go about finding out the exact length of quadruped pokemon, such as the aforementioned Vaporeon? Or is it pretty much just lost knowledge?
 
I remember that in the G3 Pokedex you could do a size comparison where it'd show your trainer and the Pokemon to the same scale... but as much as the GF design team would obviously know the measurements, there's no way to really know what they are since the only measurement ever officially given is "height".
 
Oh. Never mind. Now that's been answered, I guess this thread's kind of redundant, unless anyone else has a suggestion. Anyone?

EDIT: I've just learned I can create life-sized pokemon with Pokedex 3D pro, so that rather solves my problem. Thanks for the help, people.
