It's personality seems a bit different from when it was in Hoenn. Is it character development, like how it is more mellow?

It seems more like Ash, at times, and it seems..Different.

Piplup took over Pikachu's role, that's why.

Pikachu now stands on the sidelines while Piplup gets more focus.

Well, it is the mascot for this generation. But, with the other mascots, or Pokemon that would pop up all the time, Pikachu acted different.

But, I meant Pikachu's personality. It seems different.

I don't think Pikachu has changed since Hoenn.
I think Pikachu was really different in Kanto, but other than that, he's been the same.

It's mellowed down. Before it was rather rebellious, now it's just friendly.

It used to have to hide its gender to avoid upsetting the fans, but now it's been allowed freedom to express its masculinity.

Although there's still the possibility it's a lesbian...

Bisexual/Pansexual, I'd say. It and Meowth..

No, I didn't mean masculine, it seemed more masculine/tomboyish before. I meant, it seems..More like Ash, but also different.

Pikachu, Meowth, hell even Wobbuffet for that matter have lost any hints of their original personalities. That's what 600 episodes, 12 movies, and over 30 specials have done to them. Piplup (and Croagunk) are the only pokemon in the series with any real personality.
I don't see Pikachu as anything other than a novelty now. Ash rarely uses Pikachu in battles anymore and even if he does use it, it often loses to them. Well, we should expect this considering how Pikachu is more or less weaker than Ash's Sinnoh team.

Why does Ash even try when Pikachu gets set back a few dozen levels at each region anyway?

Meowth? He seems the same to me. Wobbuffet too.

The only thing that Pikachu has that it had before, is it's affectionate friendship with Ash.

They're best friends, and what's the use having such a powerful Pokemon and not using them somehow? Plus, Pikachu likes to battle.

why would you say pika get set back a few levels l never notice him getting any weaker

but yea pikachu was more playful during kanto they just stop showing it like the way he fill about ketchup i dont remember the last time they realy showed his playfulness

Pikachu's personality develops along with his trainer's. It's natural to act more seriously and so on...

Well, then I truly feel sorry for all the people he faced in Kanto, Johto, and Hoenn that he won against, and Brandon's Regice as well [Whom I should note that Pikachu took Regice down completely by itself and at full strength). I mean, if even someone who is the leader of the Battle Frontier (of which the organization is implied to be as strong as or even stronger than the elite 4 and/or regional champ) would lose against someone who is basically, as you implied, nothing more than a weakling, then I really can't help but wonder if Brandon or the rest of the Battle Frontier for that matter truly deserved those titles.

I still think that it would have been better if they actually replaced Ash after the Battle Frontier Saga and/or Oak'd Pikachu, since what's the point in even dragging Pikachu into the region if it's going to end up being as pathetic as Jessie, James, and Meowth are currently?

Well, I wouldn't say that Pikachu's Personality "vanished". More like it changed. In order for it to vanish, then it would as well. It would be a statue (a literal one, if I might add).

He went from beating Regice and Espeon to tying an Elekid and being smacked around by Cranidos, and being unable to drop a Floatzel or a Drifblim.
He got depowered in most regions but Sinnoh is the most noticable.

I fully expect he'll power up again just in time to win the filler arc again, though.

As for the main topic, I noticed a while back that, compared to Kanto (and maybe the early Orange Islands) Pikachu's less zap-happy (with occasional relapses), and doesn't seem to have silly little midadventures (like his epic duel with the treadmill) anymore.

Though he did gain his occasional impersonations.

I'm with Dana. IMO, it just vanished. Which accompanies change but he's so bland now. It's awful.
