I personally would never use it as a skirt nor as a shirt.

There is no such thing as a miniskirt that is too short.
 
If her anime equivalent is wearing the same clothes as her video game version, then definitely. Isn't she only like, 10 or something? The hell, dude?

Big whoop, Dawn wears a MINIskirt. May wore several bikinis in AG, yet no one complains about that. Her DP and Platinum outfits are the only revealing outfits she has, which were drawn by Sugimori. All the other Dawns have short skirts too. >>

Misty showed a lot more than Dawn did with her old outfit and Kotone showed as much with those tiny shorts in the episodes she appeared in. (Then again both Dawn and Kotone have the "Zettai Ryouki" theme to them.)

inb4 being accussed of being a Misty/May/Kotone hater, I love all three.

if you do the math and figure out where he crotch is, everytime she sits down and props her knees up, and she does that a lot, she's flashing someone.
