Garchomp and Zapdos will be up first and the idea with this pair is to hit with Discharge and Earthquake. That way both of my pokemon are hitting both of the enemy pokemon with one move, the partner isn't getting hurt because of the immunity. Zapdos being part flying being immune to ground type attacks and Garchomp being immune to electric attacks. If necessary, Zapdos can also pull off a heat wave to hit pokes that resist both discharge and Equake. Dragon claw and outrage are powerful dragon moves that can hit practically anything that earthquake cant. The things that Garchomp would have a problem with are levitating steel types or ones that are part flying, such as skarmory and bronzong. Zapdos can use heat wave to finish them off.

Flygon is immune to Zapdos's Discharge and will resist its heat wave. It is also immune to earthquake so if Zapdos faints, not Garchomp, it can come in as an excellent partner for it. Although, not as excellent as if Garchomp had fainted since the two earthquakes would lack coverage and special attack isn't Flygon's forte. However, if necessary, Flygon can pull off heat wave to hit pesky levitating steels and hit both enemies at the same time. Tail wind is for team support and Outrage is a powerful dragon STAB.

Togekiss with Follow me and Poliwrath with Belly drum. The only difference is that I'll be sure Poliwrath will survive after his HP is cut and if he survives he wouldn't receive the health boost from a surf.

A Physical quagsire instead of Poliwrath, though I wanted my water absorber that was paired with Empoleon to be bulky with sweeping potential. Quagsire, IMO, didn't cut it for me with his lack luster speed and sp. def. I also considered Lapras, politoed, and Vaporeon. However, they all specialize in the specials and I wanted a Physical sweeper to be paired with Empoleon so I couldn't be completely shut down by a physical or special wall team.

Final note:

I've really struggled with getting this planned out, double battles are confusing and even though I've read a lot about them I still am a little shaky. This would be my first VGC event I've been to and I want to do somewhat decent. The Garchomp IS bred and has 5 perfect IVs :) :). The imperfect one is sp. atk and I'm ok with that.

VGC allows to nonevent Ubers, so you can add a couple ubers in. note that garchomp and zapdos are not considered ubers in VGC

VGC is a tournament that allows exploit of the Ubers tier. This is a place where you should use Ubers.

You should build a team with Ubers.
Kyogre and Groudon are commonly used Ubers. These 2 along with Dialga/Palkia are a good team. I would suggest you re-model your team with this information.
 
I have a question about Zapdos' moveset. I understand why you didn't go with the Shoddy standard HP Grass/Ice. But why Signal Beam in particular as opposed to some other move?
 
Replace Empoleon with Rest + Sleep Talk Kyogre

And Also think about replacing Garchomp With Rayquaza.

Why exactly? I also dont wish to use many legendaries because that means more soft resetting something I honestly cant stand. If I want good IVs and a good nature I'll have to soft reset. I'll take breeding over that any day.

Yea I wasn't quite sure what to do with Zapdos. What do you suggest?

Exactly and thats why you should add it. When you have an opportunity to make it better you should. If you're going to be lazy and say "Oh I don't want to have legendaries since its going to be too much hardwork getting them." Then why do you want to get a better team? Everything requires hardwork. If you want to make your team better you have to get the legendaries.

Why Flamethrower? It doesn't pack enough power in Ubers. Rayquaza's better off with Fire Blast or Overheat with a Naughty/Lonely nature and the 4 remaining EVs in Special Attack.
 
Ubers is a tier where you can't afford to miss and its HIT go HIT go. So thats why Flamethrower over Fire Blast.

I usually play Heavy Offense and thus Adamant, but again its up to the user.

The Uber environment is all about power. Well, almost, considering the fact that there's some stalling involved. And, yeah, Flamethrower is used sometimes in Ubers, right?

Ok, I'll probably put Equake on it instead of flame thrower so I can hit both of the pokemon on the other team. However, now I need a partner for it. Preferably one that is immune to Equake and can hit a levitating/magnet rising steel typewith a powerful super effective attack (other then ground type attack). Or, a pokemon that can use gravity. Also to consider, is that it would have to work well with Zapdos and Garchomp and still function with Rayquaza. If Zapdos faints and Garchomp doesn't then it will have to go in along side Garchomp, that or rayquaza. I think the perfect choice would be:

Flygon will also work with Rayquaza too, correct?

The other pokemon that crossed my mind is infernape. With its mixed sweeper capability it can hit levitating steel types real nice with STAB fire and fighting combos to hit the steels in their defensive weak spot (def/sp. def). However, he doesn't really work well with Garchomp's earthquake and although isn't weak to it, I wouldn't like it to take damage for discharge from Zapdos. He'd have a hard time dealing with Rayquaza's Equake as well.
