Draco Meteor Should They Learn it?

With mega evolution adding types, should the new pokemon that are now dragon types learn draco meteor?
If they decide yes then I would like the tutor to be a legendary guy who can teach pokemon who become dragon by mega draco.
 
No. Draco Meteor is given specifically to pokemon that are dragon type without mega evolution. Mega Evolution is temporarily and is only in battles. But who knows what Game Freak would do in the future.
 
Only Charizard X, Megampharos and Mega-Sceptile are missing it. Every other dragon-type can learn it. And seeing how the move is Special and both Megazard X and Mega-Sceptile are physical, only Megampharos would benefit. And since regular Ampharos really needs the boost, I guess I'd be here for that.
 
Sure. I don't see why they shouldn't get it; it seems like it's more a technicality (because Megas are battle-only) why they don't get it and rules are made to be broken so I'd be ok with them making exceptions for Pokemon that turn into Dragons.

Pretty sure Sceptile and Ampharos would love it too. Zard-X wouldn't use it often (if at all), but it would be another option for an already versatile mon so cool I guess.

It has 145 Sp.Atk and 110 Atk tho.
 
Sure. I don't see why they shouldn't get it; it seems like it's more a technicality (because Megas are battle-only) why they don't get it and rules are made to be broken so I'd be ok with them making exceptions for Pokemon that turn into Dragons.

Oh. Oops. Ok then, all three Pokémon could benefit from that move (Ampharos in general, Sceptile in Mega, and Charizard in its special-focused Y Mega)
 
I'd probably be slightly no. Just like, say, not all flying types can learn Wing Attack, since some of them aren't birds. Likewise, not all dragons aren't big meteor summoning dragons. I wouldn't throw my toys out of the pram if they did get it (in fact, I'm game for anything that improves Sceptile competitively), but I think it makes sense that they don't know it.
 
The "Dragon-only" rule was created before we had Pokemon that could change types mid-battle through what is essentially a form change, so its really just a technicality as to why they can't learn it. We know Mega Evolution can occur outside of battles (e.g., contests) so surely one can mega-evolve when training their Pokemon to learn a new move through a move tutor.

While this would create a strange situation where things like M-Charizard-Y can suddenly use Draco Meteor by virtue of Charizard having a dragon-mega, I think that Draco Meteor could be handled much like Hoopa Unbound's Hyperspace Fury. When used by Hoopa Confined, the move fails with the text reading "But Hoopa can’t use it the way it is now!" If the lore is that there is something inherent in Dragon types that make them able to exclusively use Draco Meteor, then a similar restriction could be placed for those Pokemon in situations when they are no longer dragons. For instance, while M-Ampharos/M-Sceptile/M-Charizard X could use Draco Meteor, when their base forms try to use it (or alternate Mega in the case of Charizard), the move should fail with the text reading "But Ampharos/Sceptile/Charizard can’t use it the way it is now!"

Nah probably not. Not true dragons.

Not sure how they're any less of a "true" dragon because they achieve it through Mega Evolution when other Pokemon, such as Altaria and Flygon, achieve their dragon secondary typing through regular evolution.

Likewise, not all dragons aren't big meteor summoning dragons.

But that's not the case that "not all dragons aren't big meteor summoning dragons"--as long as you're a dragon and have bonded sufficiently with your trainer, you can learn Draco meteor regardless of whether you are a Goomy or a Rayquaza. The only reason the Mega-exclusive dragons can't learn it is because they aren't dragons outside of battle. While they should be allowed to learn and use it as their Megas, I do agree that their base forms should be restricted so that it doesn't open another bag of worms (like "Milotic/Gyarados are based off of dragons/in the dragon egg group, why can't they learn it!").

Perhaps another criteria for the move tutor to teach Draco Meteor to mega-exclusive dragons is that the trainer must have a Key Stone and the Pokemon must be holding the Mega Stone (presumably because they have to Mega Evolve to learn it)

Jirachi, a Steel/Psychic type, can learn Draco Meteor. Yeah, it's through an event and relevant to Jirachi due to it living on a comet, but it's still a non-Dragon type that can have the move.

So I don't see why they should have to pull a Hyperspace Fury with Charizard, Ampharos and Sceptile.
 
I would definitely be up for letting the Pokemon who become Dragon-type in battle learn Draco Meteor. Just have the move tutor say something like "I can only teach this move to Dragon-types and those with the spirit/potential of a Dragon" to justify it.
