DS WiFi MAX help

My DS WiFi MAX isn;t working right. My DS can't find it, and I think it's because it isn't working as an access point. I've tried everything, but the Wireless LAN Configuration Tool Plus window doesn't open! It says it's controlled by the Windows Zero Configuration. What does that mean?
Can anyone help me?
