Every cartoon has a character who is a complete moron whether it's to laugh at their actions or become extremely annoyed, but which one deserves to be the dumbest of the dumb (that didn't sound right).

I wouldn't say Goofy is dumb. Just...well, goofy. xP

I voted Ed for dumbest. Billy would be tied with him if not for that one episode of Grim & Evil where Billy taught Nergal the "R's of Friendship." Nergal just couldn't get it, but Billy made good points there, so yeah. Ed...he's just never smart. At all. He's a complete moron 24/7.

Patrick has had a few smart moments as well. Derpy is just mentally challenged, not really dumb. Homer and Peter, like Patrick, have a smart moment on occasion. Hell, in reality, Homer is actually quite intelligent, he just literally has a crayon in his brain.

I'd have to with Ed as well.

oh! i just remembered Johnny Bravo, though i'd still go with Ed.

and i just remembered Stimpy. and Pinky

Peter. He may be the most stupid person of all, since he seems fully aware of what antic he is doing sometimes, and yet still does it anyway, even if it is dangerous.

What - no Ralph Wiggum?

As for that, I say either Homer, Ralph, or Patrick. Patrick is just downright stupid. Homer does too many dumb decisions. And Ralph is just dumb because of an accident from his infant years.

Billy, just because he's Billy. Go watch an episode of "Billy and Mandy" and you'll see why.

I vote other, with other meaning all except for those of The Last Airbender and The Legend of Korra.

Patrick Star is pretty dumb.

I was going to say Patrick, but then I remembered that Spongebob once said that he was smart and wise with years of life experience.

Peter and Homer aren't dumb. There just drunken idiots who do reckless and irresponsible things. Homer works in a fricken' nuclear plant. I doubt they would hire someone who was dumb there.

I had to with Ed. Plank is smarter than him.

I said other, because this list did not include the following:
Bullwinkle J. Moose(Rocky and Bullwinkle)
Dudley Do-Right
Tom Slick
George of the Jungle
Leopold "Butters" Stotch and Randy Marsh(South Park, they're both stupid and gullible)
Bebop and Rocksteady(Teenage mutant Ninja Turtles OS)
Stan Smith(American Dad)
Mr. and Waldo Magoo
Chris Griffin(He's genuinely dumb without help, so he's dumber than Peter, who is a fat, stinking drunk)
Brian Griffin(You should hear what Quagmire has to say about him, it'll disprove any chance of intelligence he might have)
Steve Smith(American Dad, He's Dumber that his father)
Bloo(Foster's Home for Imaginary Friends(Face it, he's dumb))
Roger(American Dad, He's dumber than the human race)
Hoggish Greedily and Sly Sludge(Captain Planet, the least intelligent Eco-Villains)
Hank Venture and Rusty Venture(The Venture Bros, the stupid Twins of their sets)

There are others, but I could go on forever...

You forgot Gumball and Richard Watterson (and Darwin).

Homer just turned up on the day they opened the plant. He didn't even know what a nuclear panner plant was.

I don't know who is the dumbest, but impson is the best.

Homer works in a fricken' nuclear plant. I doubt they would hire someone who was dumb there.

It's Springfield, and that's exactly what they would do. A sizable portion of the humour in The Simpsons comes from characters being in jobs which they are hopelessly unsuited to. Chief Wiggum is another prime example. Oh, and let's not get started on Lionel Hutz.

Most of them are not dumb.

Butters: He's just naive and gullible, but he's not dumb.
Randy: ... Sort of, but he's just does stupid stuff. Himself, in general, isn't stupid.
Stan Smith: He's just someone who always thinks full of himself. While he does have his retard moments, he's not retarded.
Roger: I can't really argue with that, but he does have some smart moments. And we know that his race isn't as dumb because they sent him to Earth as a crash dummy.
Steve: He's just gullible and socially awkward. He excels in school work. How is that dumb?
Bloo: ... Bloo's three. Three years old. Think about that.

I voted for Ed, mainly because he is just genuinely dumb. I do love how he has his smart and/or heroic moments. Sometimes, he's right, like about the sky falling. Other times, he's just a rebel and defies the laws of physics (Like flying as a stork). He's still dumb, nonetheless.

And Derpy Hooves is not dumb! She's just klutzy, and sometimes doesn't know when she's creating potential danger!

As much as I can't STAND Peter Griffon in later seasons, I think Billy is the dumbest character. This is the Grim and Evil/Grim Adventures kid, right?

I can't think of one even SLIGHTLY intelligent thing he's done, and all he does is cause trouble for everyone else. And that voice... UGH.
