How do I utilize the E-mail feature between two users on Bulbapedia, or in some way gain contact with the admin Shiningpikablu?

Go to their user page, then click "E-mail this user" under the Toolbar option. Unfortunately, that doesn't appear for Shiningpikablu252 for me.

BTW, why do you ask?
 
I have an IP ban, but it appears the ban was for another user and not me.
 
Then it's not you. Screwed-up stuff happens if we accidentally block someone else and don't turn the automatic IP block for a day off. We're using a weird reverse-proxy system, but I hope that gets fixed soon.
 
Thanks, to TTEchidna or whoever else lifted my ban. I had some edits I wanted to make. haha
 
Technically, everyone was banned, and I lifted the ban on everyone.

Also, people with the ability to ban that read this: as TTE said, no IP bans on 'pedia please. k, thanks.
