Encounter Wild Pokemon With Special Moves?

Just wanted to see how receptive this idea would be. I think it would be neat, and reasonable, to encounter Pokemon in the wild who know moves they usually wouldn't at their level.

So for example: Egg Moves, TM Moves (Would be the least likely as those can be easily taught), and Tutored moves. This kind of phenomena happens in the anime (such as Dawn's Buneary's Ice Beam & May's Munchlax's Focus Punch & Solarbeam), so to experience the same thing in-game would be refreshing and make catching Pokemon all the more exciting. For example, what if you caught a Pikachu early in Santalune Forest that happened to know Iron Tail, a move it can only learn (at this point) from previous generations?

Thoughts?
 
I think it's a good idea. It would give more variation to Pokemon, and also make wild Pokemon a bit more surprising and harder to fight. These Pokemon would be rare though, so that learning techniques through breeding does not lose its point. People would still have to breed if they don't want to spend hours finding the correct Pokemon in the wild.
 
Something like a one in 10 or something would work, decent idea
