Espurr the Psychic Kitty's power?

Over the last year or so I've been playing in an rp based pokemon game and been having a load of fun with it. I have finally managed to get a hold of one of my favorite pokemon. Espurr. The problem is while in it's description it says Espurr can blast everything within a 300 foot radius. This isn't the problem, the problem lies in how powerful that blast can be? My opinion falls under it being powerful depending on how badly it loses focus. After all once it evolves into Meowstic it's able to crush a 10 ton truck and that's with restraint.

I'd like to hear other's opinions on this.

I like to imagine that it's like akin to the damage caused by an air-dropped bomb (about 300 pounds of HE) at worst and maybe a backpack bomb (30 pounds of HE) at least.

That said, I also think that the damage is dependent on how badly it loses control/how angry it gets.
