I couldn't find this anywhere so I decided to add it since none of us know what EVs these strange Pokemon give! Please, if you know a hotspot that is NOT listed here, feel free to say so and I'll add it.

HP
ROUTE 8 - Stunfisk (100% encounter rate) 2 EVs - Surfing
LIBERTY ISLAND - Victini (Only one) 3 EVs - Inside
DRIFTVEIL DRAWBRIDGE - Ducklett (100% encounter rate) 1 EV - Beneath shadows
SHAKING GRASS - Audino (100% encounter rate, depending on where you are. Generally appear in weaker areas) 2 EVs - Grass

ATK
ROUTE 1 - Patrat/Lillipup (100% encounter rate) 1 EV - Grass
DRAGONSPIRAL TOWER - Everything (100% encounter rate) 1 EV (2 EVs if Druddigon) - Inside

Sp.ATK
CELESTIAL TOWER - Litwick/Elgym or something (100% encounter rate) 1 EV - Inside (there's a nurse some way up. it's good to grind near her since you can restore easily).

DEF
PINWHEEL FOREST - Sewaddle/Venipede (60% encounter rate unfortunately) 1 EV - Grass Swadloon/Whirlipede (50% encounter rate) 2 EVs - Dark Grass
VICTORY ROAD - Durant (40% encounter rate...yeah, it's true) 2 EVs - Inside

Sp.DEF
ROUTE 4 - Frillish (100% encounter rate) 1 EV - Surfing
RELIC CASTLE; VOLCARONA CHAMBER - Claydol (100% encounter rate) 2 EVs - Inside

Speed
All Water besides rippling - Basculin (100% encounter rate) 2 EVs - Surfing (obviously, besides rippling water. Puddles don't count)

I EV trained a Zoroark, investing greatly in its speed. I'm telling you, I checked with the funny lady in Opelucid City, they give 2.

Durants in Victory road give out 2 defence EV's, they're pretty common too.
 
100% encounter rate for Claydol, 2 SpD EVS, Volcarona room. (though traveling there is rough)
 
The first floor of Dragon Spiral tower is better then route 1( unless your training low leveled Pokemon) for Attack EVs as you some times get a Druddigon which gets you 2EVs for attack and all other Pokemon in that floor get you 1EV for attack.
 
Route 1 is 100% encounter rate for attack EV's while Druddigon has a 30% encounter rate. The trade-off is nowhere near as good considering its just one extra EV at less than 1/3 the encounter rate.

EDIT: nvm I thought you just meant Druddigon is the only Pokemon, so yeah, Dragon Spiral Tower is better if your Pokemon is already high-leveled.

But Patrat and Lilipup are so much fun to kill... Route 1 will forever remain my spot. ^_^ Anyways, are there any better Pokemon to train HP with besides Stunfisk/Palipitoad? Stunfisk is annoying if your Pokemon is lower-leveled and Palpitoad is ugly.

On the Driftveil Drawbridge, the Ducklett above the shadows give 1 EV. You can also collect wings on the bridge, and even though they're quite rare, they add one EV to any given stat. I've added all the places people have suggested.

You can also hunt for some Audino. They give 2 EV in HP and they are found in every patch of grass with almost 100% appearance. The only thing is you have to find a good place where you can run around next to a patch waiting for one to start jiggling.

And of course they're also EXP hoes.
