This is a compilation of the best places that BMGF members have used to EV train their Pokemon. Feel free to add on or request a change. I give full credit, naturally ^_^

Here's some general advice about training in the wild from "L":
"Use the Pokeradar to chain things like Kriketot when you EV train. This way you get successive hits and the training for that stat gooes by faster. It's also nice when you find something rare like a Graveler or Gengar that gives out a lot of EVs. You'll be getting them a lot."

For more on chaining, see http://bmgf.bulbagarden.net/showthread.php?t=19695, it's used to catch shinys but will also help guarantee you see the same pokemon for training.

Here's some advice about how to achieve the greatest usage out of EV vitamins (Carbos, Calcium, etc.). It's usually the best idea to always hatch the Pokemon you want, as this has been proven to have a positive effect on the IVs of your Pokemon. Here's the bulbapedia article on IVs (they were called 'DV's in Red, Blue and Yellow).

"Most people know that using one of the stat raising vitamins like calcium give a pokemon 10 EVs, and you can only use a max of 10 per stat, providing 100 EVs in a given stat. But if you plan on using these, use them before you start training. The game can't tell how many vitamins a pokemon has taken, so to make sure you don't use more than 10, It just stops you from using any more vitamins on a stat that has 100 or more EVs, or would have more than 100 EVs after the vitamin is used. This is the reason why some of your pokemon only take 7 or 8 vitamins, instead of all 10." - pkmn493

Special Attack:
Old Chateau (Ghastly 1EV, Haunter 2EVs, Gengar 3EVs)
- Geoffrey2004
Lake Verity/Lake Acuity/Lake Valor (Psyduck 1EV, Golduck 2EVs) - Lex
Route 225 (Golduck 2 EVs) - tjrad815

Special Defense:
West of the Survival Area (Dewgong 2EVs, Tentacool 1EV, Tentacruel 2EVs)
- FPG

Speed:
Trophy Garden (Pichu 1EV, Pikachu 2EVs, Staravia 2EVs)
- Shuko

Since some Pokemon give you EVs in more than one stat, I've listed a few of the Pokemon and their locations below.

Attack/Special Attack:
Solaceon Ruins (Unown 1EV/1EV) - magpie

Defense/Special Defense:
Turnback Cave (Bronzong 1EV/1EV) - tjrad815

I would think that the Old Chateau is the best place for Special Attack EVs.

And Ghastlys. What makes the Old Chateau a good place is that you will always find a Pokemon that gives Special Attack EVs, so you don't have to worry about running.
 
The Trophy garden is a good place for speed EVs.

Staravia - 2EVs

And don't overlook vs. seeker battles! There are some trainers out there with multiples of the same pokemon. And there's of course the added bonus of battle money. :p

Try the geodudes in the Oreburgh mine for defense. They're the most common thing there, so it goes quickly.
 
I know just west of the survival area there's seel, dewgong and tentacool/creul that all give spec.D ev's. This is only in Diamond though..
 
Psyduck and Golduck in Twinleaf or any of the three lakes are good for Special Attack, especially if you're strong against water.
 
Shellos (1 EV) and Bidoof (1 EV) in the patch Northwest of the Valley Windworks works for HP for me. It doesn't seem like much, but with Pokerus and Macho Brace, the many, many of both species there add up very quickly.

I work oh so very much during the week, so tonight and on the weekend I'm hoping to really add to this and move some things around.

In Iron Mountain there many Gravelers (almost most of the time).

The Gravelers give you 2 EV and I think Onix give you 1 EV.
Maybe this will help. :)

I know of a couple of places that are good for attack training.

Route 207 (north of Oreburgh):
Machop - 1 EV
Kricketot - 1 EV
Larvitar (Diamond only) - 1 EV

Machoke - 2 EV's

I don't know any places but I'll give a tip to make people's lives easier.

I don't know anymore areas, but I have a tip. For special attack, I like to use Route 225. The Golducks you encounter there give 2 SpA

Also, when I'm training a tank, I like to go to Turnback Cave. Bronzong gives 1 SpDef and 1 Def.
