EV Training

What's EV training? I've been trying to understand, but I still don't quite get the concepts. I know that certain Pokemon give out certain EV points (Rizadon/Charizard gives out 3 SpAtk EVs), but I don't really know. . Well, I don't really know what that means.

Can someone thoroughly explain this to me, please? Thank you.

Also, I checked to see if this was on this forum, and I'm pretty sure "Pokemon General Discussion" would include this. If I'm wrong, please tell me so I can avoid making this kind of mistake twice. =]
