Event Items Not Working!

I've run into an issue in trying to get the Special Event Pokemon.
I've managed to acquire the Event Items (Member Pass, Azure Flute, Oaks Letter). The method I used to get said items involved using a save editing program. Which made the Mail Man appear in a Pokemart and give me the items. So, as far as I know the game thinks I've obtained them via proper methods.
I chose that method over using a cheat cart for 2 reasons; so my save file is undamaged and I still have to actually get the Pokemon myself, rather than just cheating to get them.

Anyway, I've got to the Victory Road now, although I haven't entered it. And I decided to go looking for some of the Even Pokemon. Before venturing further.
But even though I have the Member Pass the Inn in Canalave City is still locked up. And I can't use the Azure Flute on top of Mt. Coronet (I've already caught Dialga).
Now, as far as I know, I've done everything right so far.
Do I have to beat the Elite 4 first, or have I done something wrong?
 
You have to beat the E4 in order to use the three event items, yeah. You also need to catch Cresselia in order to get to Darkrai.

I dunno about Azure Flute's requirements though (since both my Member Card and Oak's Letter were from the JP Platinum events), and Oak's Letter only needs you to beat the post-E4 area of Victory Road (redundant, since you need to go through there to get to the route anyway..).

I think that's all that's there, anyway.
 
That's like almost close to the area that was mentioned a lot of times where you can go capture Shaymin in the Flower Garden. Just a few steps or yards away from it. This is really how they receive their hacked Pokemanz.

I gathered as much about Oaks Letter. I spent ages looking at the map trying to find Route 224. I didn't see the little bit after the Pokemon League for ages.

But thanks for letting me know about having to beat the Elite 4. As for "Cresselia", I didn't know about that. The guide I found mentioned nothing about needing it, though it also didn't mention the Elite 4 needing to be beaten. I'll try without, and see. But if I do need it, I'm still not going to cheat though, I'll just catch it when it comes. It answers another question I was wondering about actually, I was wondering which Pokemon was the roaming one in this game.
I'm guessing, the same thing about the Elite 4 goes for the Azure Flute. I'll do the Elite 4 and find out.

The Pokemon I'm hunting aren't "hacked".
For all intensive purposes they are going to be legitimate Pokemon, caught in the normal method. Just as if I'd actually gone to the Pokemon events that Nintendo put on and obtained the special items properly. Which isn't an option for me, as I live in the rear-end of nowhere in England, and the extremely rare Pokemon events we get here are only in major cities. Plus I'm not making a trip to America just for some Pokemon. And both my Pokemon Diamond and Pearl are American imports, I got tired of waiting for it to come out here, so I'm unsure if the events here are compatible with my games.
I'm dead against hacking games, or using cheating devises such as Action Replay or Game Shark. I think if you need to cheat to enjoy a game, buy a different game.
 
You need to beat the Elite 4 and get the National Pokédex. Route 224 is located east of Victory Road, there's a guy blocking the cave.
 
You also need to encounter Cressy and cure the kid's nightmare before Darkrai will get pissed off at you. Catching it is optional, I think.

Shaymin, just getting to Route 224 seems to be enough. That requires Ndex anyway, so yeah.

And Arceus... all you need to do is catch Dialga (Diamond), Palkia (Pearl), or all three of the dragon trio (Platinum), I believe.

You need the National Pokedex, for the events to be opened.
I spent ages wondering from place to place trying to figure it out, then I accidentaly encountered the last Pokemon I needed to fill my seen list, and went to get my National Pokedex, and then I resumed my search and it had all changed.
So I now have them all.
Just a matter of hunting for all the Pokemon I didn't catch now, plus I still have the area in the north-east to explore.
So, still a lot of gaming left for me.

Well, it would make sense not being able to use those items pre-national dex since those event pokemon aren't in the Sinnoh dex.
