Ever wondered why there is no legendary fighting pokemon?

Yeah, i realised that almost every elemental type has a legendary Pokemon, except for fighting type (alongside bug and poison type). For those who are unbelieving, please look at the list.

Normal -> Regigigas, Arceus
Flying -> Winged mirages, Ho-oh, Lugia, Rayquaza
Ground -> Groudon
Rock -> Regirock
Ghost -> Giratina
Steel -> Registeel, Dialga, Heatran
Grass -> Celebi, Shaymin
Fire -> Moltres, Entei, Ho-oh, Heatran
Water -> Suicune, Kyogre, Palkia
Electric -> Zapdos, Raikou
Psychic -> Lugia, Celebi, Mew, Mewtwo, Deoxys, Mesprit, Uxie, Azelf
Ice -> Articuno, Regice
Dragon -> Latios, Latias, Rayquaza, Dialgia, Palkia, Giratina
Dark -> Darkrai
Bug -> None
Poison -> None
Fighting -> None

The reason why am i so interested in fighting type is because Lucario was nearly made a legendary, but we realised it wasn't, since it had a pre-evolved form. Any ideas?
 
Um... I think Arceus covers every type.

DAMN, why didn't i think about that. Wait, Arceus only changes type when it is holding a different elemental plate. So, i guess it is still considered a pure normal legendary pokemon.
 
waht are the winged mirages? Articuno, Zapdos and Moltres? Because I've always known them as the legenday birds.
you misssed alot of legendaries
Steel: Jirachi
Psychic: Jirachi, Lati@s
Water: Manaphy, Phione
There is probably more as well that I didn't think of.
