The writers keep placing Team Rocket (Jessie, James and Meowth) in the same areas where Ash (mostly) and his friends are (in the cases where they don't try to follow Ash and his friends around). In the first episode of BW, Giovanni sends them to Unova while Professor Oak has a conference there and takes Ash and his mother to Unova. This also happened in an episode of AG where Team Rocket lands in an island before Ash and his friends arrive.
The same thing happened to me (one time) where I went somewhere and unexpectedly saw the same person from last time (I didn't follow them there). My situation looked severe unlike Team Rocket's.
