Evolving Feebas

Im planning on getting a milotic, but is there an easier way to evolve feebas than just feeding it poffins? I mean will giving it a scarf then feeding it poffins work?

no... at least I don't think so

but you have to max out it's beauty stat
try giving it poffins made from Ganlon Berries, it'll be quicker

If any of its other conditions are raised before it evolves does that nullify its evolution?

umm... no

as long as your able to max out it's beauty, the other stats won't matter

If you're willing to wait, you can trade it over to HGSS and have it get haircuts and massages which will evolve it much faster... sort of.

Or if this is Platinum just buy the Pokeblocks. They're good enough. I was able to max four stats with them.

I guess you meant 'Poffins'. And using solely those of the Veilstone Dept. Store you can't max four Conditions, because at most you can feed 13 to a Pokémon (20 smoothness * 13 = 260 Sheen), and seeing how they have a level of 32 in two conditions, 8 of them serve to Max two stats (32 * 8 = 256; even it's only 35 for each one if the Pokémon likes the main flavor), while the last 5 only account for 160 points in two stats (140 in the case the Pokémon doesn't like the flavor).

Decent Poffins are made with at least one more person, using a combination of these pinch berries: Liechi, Ganlon, Salac, Petaya and Apicot; if you're fast with the stylus and avoid overflows and burns, they have a minimum level of 70~75 with 39 of smoothness.
