Evolving Togepi on Crystal

Started at Lvl. 5. I have been training him up slowly level by level, giving him massages every day, giving him lots of items, but still, nothing!

He is now lvl. 27. Where is my Togetic?!

Edit: I meant to say haricuts, not massages... I've been playing DP too much, sorry!

Have you given him haircuts?
Also, power items (like Protein and HP Up) will make them really happy too.
 
I meant to say haircuts, not massages - and thanks for the tip on power items, although I'm completely broke at the moment :( who knew Crystal was so expensive? I'm spending all my money on Ultra Balls (damn me and my collecting obsession...)
 
Lets see...

Buy 30 each of Carbos, Protein, Iron, and Calcium. Give as many of the Carbos, Protein, Iron, and Calcium to your togepi as possible. Then, take your Pokemon to the groomers and have it groomed twice. Then, take it to the Happiness rater to see how much it now likes you. Finally, level it up one more level and it should evolve (if it likes you enough then and it should)

Kind of a waste considering that it can't even eat 30 of each of those vitamins.

Since its in a high enough level to battle, have it battle, and restore HP with berries. Give it those vitamins, have it get hair cuts, and if you are far enough in the game, have it groomed by Daisy.

You haven't been letting the Togepi faint, right? Fainting does a lot of damage to your Pokemon's affection for you.
 
I think using like tonloads of items works too! However, number-wise, I'm getting the feeling that levelling up is the most "happy-making" of the stuff.

Mine evolved at like level thirty sumtig.

Yeah, fainting is bad. Yellow HP is also bad.
