Evolving Weepingbell

I was wondering about this, does it always need a leaf stone to evolve? Or is there a level that it will evolve at? I used to think it was always the stone, but saw the episode in the Anime, James swapped his Victreebell for a Weepingbell, and it evolved without a leaf stone. Is it like this in the games as well?
 
No, the anime is just weird.

All Weepinbell require leaf stones to evolve, however I belive there is a glitch in RBY
that allows level evolution for stone pokemon. I don't know the full details however.
