Before I get started, I ought to make something clear: I haven't bought any physical cards. I'm a PTCGO player, so all of these cards were obtained through simply beating AI players and getting Tokens and Boosters from them, so I can't trade or anything. (I do intend on getting into the physical game, but my earliest chance would be a couple of years from now... *sighs*)
On to the deck then. Its star player is Exploud, which is backed up my Meloetta EX. These are the cards I've built the deck from:

Now for a few notes...
I'm using Exploud because it does the highest damage with Round, since Meloetta only does 30 damage per Pokemon with the round attack. With a bench full of rounders (as I call them), I can do 300 damage per turn, and without having to recycle energy or anything like that. If my Exploud goes down, I can always send in a Meloetta to do 180 Psychic damage per turn while I build up another Exploud. (Or I can fall back onto using Brilliant Voice to stall, but it isn't the best.)
Jigglypuff is great for the Sing attack, since it's cheap and can stall moderately well. Then when I'm done with Jigglypuff and moved up to the bigger attackers, I can always evolve Jigglypuff and get a stronger Round attack.
Kangaskhan is there in order to quickly get my Meloettas onto the field. However, Kangaskhan is quite awkward to work with...can't be drawn with a Level Ball or a Heavy Ball, and has a retreat cost of two. One of those two energies could be used on my attackers. I'm trying to get an Emolga or two in order to fix this, since Emolga has no retreat cost and can be drawn with a Level Ball.
Now for the main thing I'm wondering about: I have a Dowsing Machine card, so I could substitute that for the Scoop Up Cyclone? I really don't know which is the better of the two for this deck. The Scoop Up Cyclone is very helpful when I have either a Kangaskhan sitting on the bench that I want to get out of play, or when my Exploud has been nearly defeated. I have no way to get Double Colorless energies out of the discard pile, so this is the only way I can move it onto another pokemon.
Also, I tend to have energy problems with this deck, though I don't really know what I should drop to get more. Maybe use another Cilian? I don't want to add more energy, but getting a hold of the energy when I need it is the problem.
Other than that, I'm just kinda looking for a critique for my deck. It's the first one I've built that I feel comes remotely near a good strategy.
