There aren't as many Johto legendaries as in the other regions, which makes makes it easier to choose.... Just vote for your favorite.
 
I'm having a hard time deciding between Ho-oh and Raikou, but if I had a choice: Ho-oh. (because of Sacred Fire)
 
Man, I love them all. Top two would probably be Suicune and Celebi, though.

I had a huge thing for Lugia when I was little, as well.
 
Ho-Oh. It's a fire bird for crying out loud! If I want a psychic flying type Pokémon, I'll use Latios.
 
Seriously? Oh yeah, it learns Draco Meteor... whatever. I stand by my case.
 
well, I choose Raikou 'cause it's the first roaming legendary I ever caught!
 
Ho-Oh, definetely. Too bad that many legendaries just miss something in their appearances, which actually make them look like a legendary imo. Except the rainbow guardian of skies, Johto's legendaries just don't feel like legendaries for me at all. Especially Lugia or Entei.
 
I love Lugia and Ho-Oh. Ho-Oh has Sacred Fire, and the colors are amazing. It's just so awesome. Like a rainbow in the sky. :D Lugia is also so cool. Lugia has Aeroblast. It is just... argh, I don't know the right words.

But they're in my top3 of all time legendaries.
 
I chose Suicune. One of my favorite types, and good stats.
 
Lugia, Suicune & Raikou.

I just can't stand Ho-oh, Entei or Celebi for some reason. >_>
