I would have to say Registeel. Although the Regis haves always been a fairly unimportant legendary set. They always seemed to be just... there.

Anyways, I like Registeel, sans the Nazi pose.
 
Regice, mostly due to Lucario and the Mystery of Mew. Its design is also my favorite out of them all.
 
Regigigas. Registeel comes second. The other 2 seem really awkward to me.
 
Registeel. Not only did his Nazi salute leave me laughing a bit (Seriously, that was such a huge cock up), but he's also the most balanced member of the group and seems to have no obvious flaws.

The others have some problems: Regirock hates special attacks, Regice hates physical attacks, and Regigigas's ability ruins him.

´d say Regirock, because of his appearance in one of my fav pokémon fan fictions. But I can´t vote yet, maybe because I´m a new member to this forum :) Anyways, I absolutely hate Regigigas, one of the fugliest pokémon ever.
 
Regice > Regirock > Regigigas > Registeel. I don't think any of them is really powerful, so I just judge by designs.

EDIT: I personally think that Regigigas isn't as powerful as the others, cuz of Normal-type (it's toast) and Slow Start (you have to wait 5 turns without being toasted for it to become SOMEWHAT useful.)
 
Regigigas appeals the most to me, but I would never use it in battle, 1) because it's a legendary and 2) its ability. ITS FUCKING ABILITY
 
Regice, It's design is the coolest to me, since it kinda looks more like a crystal than Ice to me, Registeel and Regirock also have nice designs, altough I forget that Regigigas exists sometimes.
 
Registeel. I always thought he was really neat in Lucario and the Mystery of Mew. I thought his voice/cry in the movie was the coolest thing to ever exist.
 
Definitely Regirock. Regice is boring and Registeel is too forced, I feel.

I like Regirock's colours as well as its shape.
