I've never made a stall team before, so...please forgive the unoriginality and cookie-cutter Smogon sets. I just want to try it out. Meant for the UU tier on Shoddy Battle.
EDIT:...I'm not going to bother with bolding changes, seeing as how the entire team's been overhauled.

Typical spiker lead set. Froslass outspeeds most of UU, and the things it doesn't outspeed (besides Ambipom) are rarely used as leads. Even then, in my experience, most Ambipom don't carry anything to hit ghosts with, so the worst they can do is Taunt. My plan is to get as many layers of Spikes down as possible and doing as much damage with Ice Beam as possible before taking something down with me via Destiny Bond.

Finally came up with an original set of my own. I once used a Shuckle in Emerald's Battle Factory with Substitute, Toxic, Double Team, and either Knock Off or Confuse Ray (I don't remember which). While Double Team is banned competitively, I imagine a similar set would be just as beastly to take down. Stealth Rock, and Knock Off support the rest of the team, while Substitute protects from status. I'm having problems deciding between Toxic, to stall, or Rest, to heal.

Another semi-original set. I ran something similar on a Flareon once, with some degree of success; Curse boosts Umbreon's defense and attack, letting Payback strike harder more often. Quick Attack, on the other hand, nullifies the speed drop, but still benefits from the attack boost. Wish is for healing, as Umbreon is bulky enough to take a hit.

Physical wall, spin blocker, and spin killer all in one. Curse lets me kill things I couldn't normally touch with a team like this, and with Rest, I can just recover the health. Will-O-Wisp to burn physical attackers so that they hurt me even less, and Dark Pulse so Taunt doesn't royally screw me.
Now, for the last slot, I'm having problems deciding between:
