I've been doing some research, and I think it's necessary to revisit how we label our rematches. I touched on this in the general requests thread, but I'll go into more detail here.

Last week, I decided to start doing some rematches in Omega Ruby to train for the E4. I went to a pair of Trainers I had not rematched expecting a Lv.29 team to battle, and was taken by surprise when they (Gabby and Ty) brought out Lv.41 opponents. Because I had not type matched, they had their way with me, and I lost with Magneton on literally his final HP. I went back after procuring my Ground type specialist and wiped out Magneton first, and Exploud was easy picking, but this got me wondering.

I went up through the desert and found Wilton and Brooke. I had not rematched them at all as they don't change Routes like Gabby and Ty do. They also had highly trained teams, at Lv.43 and Lv.44 respectively.

Here's my point as it pertains to these last two. These were my first rematches. I never battled their teams at Lv.26. Yet somehow, their "first rematch" is supposed to be a Lv.26 team for each.

To complicate things further, on Route 117, there is a Triathlete who will battle you literally every time you re-enter the Route without fail. He starts with a Lv.18 Doduo. My first rematch was a Lv.18 Doduo. My second rematch was a Lv.18 Doduo. My third rematch...you get the idea. The breeders present their Lv.17 teams for a long while, as well, as do the teammates in the southwest with their Zigzagoon and Makuhita.

So what I've discovered is that the rematch data is based on exactly where you are in the game, and does not use an order of progression (first, second, fifth), and we need to reflect that as such. I've been working on a data page in my userspace and also using that to propose a new format over tooltip usage (which are not seen by mobile users), and someone recently visited that talk page to state that what I'm discovering also seems to be the case in Ruby/Sapphire/Emerald - something else I can research later. My research is as to exactly when each rematch becomes available. I'm about to go for the fourth Badge right now, and am dong a scan before and after that (since I just cleared Mt. Chimney and I've already found one set of rematches triggered by defeating Brendan or May on Route 110, better to make sure). This is my second playing of the game, and I have Omega Ruby in a holding pattern with eight Badges while I do this research.

What I want to do here is strike up a conversation towards changing this note on all of the related pages, and I'm working on all of the rematch data (right now, for OR/AS; this can be used when starting R/S/E research, however) to make sure that never needs to be touched again. Later, we need to revisit G/S/C/HG/SS to see whether there is anything up with rematches there, as well, but one project at a time.
 
For HG/SS, a long time ago I confirmed that once the player passes a certain point in the game then the re-challengable trainers will have stronger teams.

First rematch: No requirement
Second rematch: Post-Hall of Fame
Third and final rematch: All 16 badges

As long as each incarnation of the trainers team is fought at least once, then the next rematch phase will occur.

One thing to note is that while most of the data acquiring is easy, one thing to note for the Kanto Trainers is that you will have only one shot to collect data for their first rematch phase, as the next time you will face them after that will be for their second rematch phase.

It seems that ORAS changes team based on # of badges.
This is correct. I've been working on this. See here. I just finished the seventh Badge in AS, and have all eight on OR, so I just have to see if there's any truth to the National Dex acquisition changing teams or whether it happens no matter what. I've already made some confirmations on Gabby and Ty that the previously listed second and third battles are not fixed, and the second battle can be had at the highest levels if desired. The same applies to all rematchable Trainers.
 
I saw the Gabby and Ty page and it is updated with these details. I assume you have finished updating all pages with this information, or at least for ORAS? If so, that's impressive!
