3 IVs are randomly picked from either parents unless you have power ankelet etc so having both parents flawless help increases the chances of having a good ivd mon. so the goal is to have both parents flawless.

Well, by beating down the clock (rnging) you can get it legally, but the odds are still against you. I created a thread here already, to see if anything comes up.
