For generation 2: which option is better between these 2?

I want a specific combination, but only the following matters:

is it better to have a charizard with earthquake (and flamethrower), or an octillery with flamethrower (and then EQ is on another poke)?

I want to have at least 1 earthquake in my team since its really useful, but for example vs. electric pokemon its not really useful to have a flyer have EQ.

but then again, octillery doesnt get STAB from fire and is kinda slow, but are either of those needed?

just FYI, exeggutor, gengar and scizor will be in my team aswell, and the last 3 are still undecided :p.

Its not competitive except against friends, and against the computer on pokemon stadium 2.
 
Go with Charizard, there's much better water types than Octillery. You could fill up one of your remaining slots with a Starmie, a Poliwrath, or even a Lanturn.
