There is an NPC who simply hands you a Power Lens. Of course, I discovered this right after I had worked my butt off getting enough BP for it. Don't let it happen to you!
From Lacunosa Town, go right into Route 14. Next, go down and left into the narrow path between the trees. Go down the stairs and follow the path to the left. Inside the house you'll find the Power Lens!
