GameBoy Advanced//LeafGreen Version//Stuck! (Help...)

I've beat Blaine, & I captured Moltres in Mt. Ember on One Island, but now I'm pretty much stuck. The guards won't let me get to Saffron City, even though I have water & lemonade & soda pop...What should I do?
