Yup, seems so.

I think you have to get the National Dex for these to work though.

According to all sources, no. You need to be the same region to trade in at Pal Park or trade by Wi-Fi. Nintendo probably have some reason based on planned promotions or something, but it's not such a problem with using the older carts as dongles to trigger in-game captures.

However, it should be possible to Pal Park trade in from an English GBA cart if you trade the pokémon to a Japanese GBA cart first.
 
So, do the Pokemon only appear in certain areas?
 
Yes. You are given no indication where these areas are other than crafty guesswork. EG.

Magby: Cave with lots of wild Fire types.
Kakuna: Early game forest.
Sandslash: Route with Sandstorms.
 
I guess they would be areas you would expect....such as Sableye is probably in Mount Tengan.
 
Lol, I hope someone else has spotted the pattern in those lists. Outside of Emerald of course.
 
Yup, they're version exclusives.

And the Emerald Guys are post-E4 Safari Zone.
 
Caterpie and Weedle were more prominent in one version though.
 
More likely obtain the National Dex... which may or may not be obtainable before beating the game... I don't know if anyone has managed to do it before the E4.
 
Serebii didn't show it as a requirement but I think it goes without saying. Which sucks. I want my Vulpix damnit.
 
If you can manage to not get it after beating the E4 or shortly after, i'd be extremely surprised.

The hardest part of it, arguably, is the Psychic trio as they're buggers to catch.
