Genesin Region Fakedex (3/???)

I've been working on this fakedex for a REALLY long time (since before Diamond and Pearl) but I'm never able to finish it before a new generation comes out, and then I have to scrap half of the Pokémon because they're too similar to the new ones (my first Grass starter was a turtle which had an evolution named Torterra, I shit you not). I was cleaning the house a few months ago and found an old scanner I didn't even know I had, so I figured I'd finish a few of the sketches I've been working onand share them with the world.

So far I've only finalized the designs of three Pokémon, specifically the starters. I'm pretty happy with the way the Grass starter turned out. I think the Fire starter is cool but it looks a bit too complex for a first-stager, so I'm considering re-drawing it. The Water starter... I'm not too sure about. I was initially reluctant to even keep it as a starter after Gen V introduced yet another sheep Pokémon, but I really like its evolutions so I decided to stick with it. Unfortunately I have no idea what to do to distinguish it from Mareep and Cottonee. I mean, it's supposed to be a sheep that's also a cloud... not really a whole lot to work with there. If anyone has any ideas on how to improve it, I'm all ears.
