Getting The Gym Leaders' Phone Numbers

I'm having trouble with Gym Leaders not appearing where/when they are supposed to in order to get their number, I'm going by the information on the Pokegear page on Bulbapedia. I just now tried to get Misty's number registered, but she doesn't show up on Route 25 where she's supposed to(yes, I've already captured Suicune) and also Falkner didn't appear in the Celedon Dept. Store on Monday like he's supposed to.

I think that some of the Gym Leaders must have some additional condition that has to be fulfilled before they will show so you can get their number.

Anyone have any ideas?

I've looked there already, but it just give basically the same info as Bulbapedia's Pokegear page. Also, contrary to what the Pokegear says(that you have to get all 16 badges to get the Leaders' numbers) I've gotten Bugsy's, Chuck's and Morty's numbers already and I;ve yet to get all 16 badges.
