A ghost? Seriously? Come on, Game Freak, we've had 5 generations of ghosts now! What is this one for, anyway? Event-only Pokemon? Theories accepted, guys.

it isn't a event pokémon, its just a ghost

i don't get your reaction...
 
It was just the ghost of a girl, or possibly an illusion created by the girl's Abra. An NPC says there used to be a girl on the bridge, and that she had an Abra, but she suddenly disappeared.

And, there is a thread for this already.
