Why would Giovanni want a baby Togepi that couldn't even battle?

Giovanni was right for rejecting that.

And nobody knew Togepi could evolve at all at the time, much less into Togekiss.

Giovanni also sent back Jessie's Yanma. If he knew anything about them he would know that Jessie's was about to evolve. A Yanmega is a lot better than a Yanma

Is this a joke? A Togepi knowing Metronome is a good Pokemon?

Togepi was a weak baby Pokemon that couldn't battle to save its life.

Those didn't happen until EP086, Pikachu Re-Volts, in the Orange Island arc.

Up until that point, Togepi had not exhibited any moves, and as far as anyone knew, did not know any.

I'm sure he has plenty of grunts more deserving of... well... grunt work.

as you pointed out he could assign it to a grunt or a team to train it up

Togepi didn't do anything in front of Giovanni, so Giovanni didn't trust that Togepi had any potential. Sure it was rare, but... beyond that, nothing looked special about it.

And Rockets already captured a bunch of Yanma, so Giovanni didn't need another one. That's why he sent Jessie's back. If he wanted a Yanmega, he could train one of the Yanma he already did have.
