As much as I love the Ice-type, I gotta say that these two are my least favourite Ice-types (Apart from Jynx). I guess I'll go for Cryogonal for a better design, more sensibly divided base stats, and the fact that it isn't completely overshadowed by its awesome parallel evo.
 
Although I'm guessing Cryogonal is better in battling and Glalie is pretty much completely outclassed by Frosslass, I'm going to go with Glalie. I didn't need to see its My Pokemon Collection plush to try to understand what they heck they were trying to go with with its design, and even now it still confuses me every time I look at its sprite.
 
I picked Cryogonal over the frozen jelly donut rice ball due to the fact that it's very rare, and has, IMO, a cool design. Not to mention I actually caught one, which made me happy.
 
Glalie. I've always been a fan of it, and it has a more coherent design. Cryogonal's a floating... snowflake... head... thing...
Glalie's a floating... head... ice... thing... but it looks like Frieza's head crossed with a hockey mask! That has to be awesome, right?

My favorite Ice-type (fuck Froslass!), plus it's one of those pun-Pokemon as well.

I prefer Cryogonal's design, but I wasn't very impressed with it's battle performance. Glalie wins when it comes to usefulness.

I didn't know Cryogonal was a rare Pokemon though, it didn't seem rare to me. (Was pretty hard to catch, though.)

I never used either of the two, but Glalie has the best design. Also, it was more challenging to beat, not considering the fact that it was an Elite 4 Pokémon and not a 7th Gym Pokémon.
 
Cryogonal, it resists IceQuake and it confuses me every time I look at it. Where are your eyes, Cryogonal, where? Are you puking or crying? Why do you float? What is the meaning of life? Answer my questions, flying snowflake! :-(

glailie. Cruch is so helpful in battle. and since it could lower sp def(at least in gen 3) you could set yourself up for an ice beam.

cryogonal. it lasts longer in double and triple battles thanks to a higher HP stat.

Glailie. He was staple for my R/S/E team, but such a pain in the ass to train.
 
I personally prefer Cryogonal, and it would win a battle between the two thanks to Flash Cannon. Also, level-up Solarbeam = win.
 
You gotta give some credit to Glaile for having both Earthquake and Weather Ball, thus giving him the better movepool, but Crygonal has a better design and has access to Rapid Spin (I find the fact that it learns Solarbeam questionable because Sunny Day teams will eat him alive if he even tries to use it). Because of these reasons, I really don't know who is the better of the two, so I vote the third option.
 
Funnily when I first saw Cryogonal, I thought it might be a new part of the Snorunt line.
When it comes right down to it, though, I'm gonna have to say Glalie. Cryogonal's kind of cool, design-wise, but there's really not much to it. It's a giant snowflake... With a face? *shrug* Glalie, meanwhile, is some sort of scary-looking icy hockey mask/Frieza head. Not really sure what it's supposed to be, but it's cool and intimidating nonetheless. Plus, the one I used in Sapphire was pretty sweet.
Thus, Glalie it is.
